 practical\, cross-border\n   playbook for independent election observation
 . Norway runs paper\n   ballots\, manual counts\, and publishes machine-re
 adable results — yet\n   transparency still has gaps\, and getting acces
 s can be surprisingly\n   adversarial. Using Norway as a concrete case stu
 dy\, the speaker shows\n   how anyone — hacker\, researcher\, or concern
 ed voter — can document\n   a count\, capture and analyze published elec
 tion data\, spot anomalies\,\n   and do it all legally and credibly.\n\n  
  Attendees leave with concrete methods: what to watch for\, how to\n   rec
 ord it\, how to turn official data dumps into analyzable datasets\,\n   an

 else.\n\n   SpeakerBio:  Hallvard Nygard\n\n   Hallvard Nygård is an inde
 pendent security researcher and election\n   observer based in Norway. He 
 has spent recent years turning a\n   developer's toolkit on the machinery 
 of democracy: scraping and\n   analyzing published election data\, observi
 ng counts in person\, and\n   working as a paid poll worker (valgmedarbeid
 er) during Norway's 2021\n   and 2023 elections to understand the process 
 from the inside.\n\n   His independent observation of Norway's 2025 electi
 on drew media\n   attention after he was removed from municipal counting c
 enter by\n   police — an episode he now uses to illustrate both the prom
 ise and\n   the friction of citizen oversight.\n\n   Hallvard is a frequen
