   Frontier AI is turning hacker labor into a defensive layer for private\n
    infrastructure: systems built on public research\, open-source code\,\n
    security writing\, and the technical culture hackers helped create. Yet
 \n   these systems are controlled by a small number of companies and\n   s
 tates\, with limited public audit ability or accountability.\n   Historica
 lly\, hackers made complex systems more understandable\,\n   modifiable\, 
 and contestable. In frontier AI\, that role is being\n   subverted. Hacker
 s are recruited (or bribed viabounties ha!) to harden\n   opaque models\, 
 reduce adversarial access\, and protect systems whose\n   impacts are publ
 ic\, but whose internals\, evaluations\, and risk\n   decisions remain pri
 vate. Public-interest scrutiny remains in conflict\n   of interest. This t
 alk argues that AI security cannot become only a\n   corporate risk or nat
 ional competitiveness exercise. If frontier AI\n   affects labor\, speech\
 , art\, security\, and institutions across the\n   globe\, then it needs i
 nternational public-interest security\n   obligations. I propose an intern
 ational AI evaluation and red-team\n   mandate: a legally protected mechan
 ism that brings vetted hackers and\n   experts from across the globe into 
 controlled testing of high-impact\n   AI systems\, so they remain contesta
 ble and accountable beyond the\n   companies that build them. (I can dream

 hala is co-founder of Sentry\, a company delivering security\n   assurance
  services for some of the world’s largest organizations.\n   His work si

 rging technology governance. Robert has contributed to\n   Kosovo’s nati
 onal cybersecurity strategy working group and to a\n   Kosovo working grou
 p on responsible AI use in military contexts. He is\n   also the founder o
 f DEF CON Group Prishtina\, where he works on\n   advancing Kosovo’s res
 ponsible disclosure ecosystem and improving\n   legal protections for good
 -faith security research. He has served as\n   an external AI Red Teamer f
