  Description:\n\n   In 2025\, Mojave Research received an assignment its f
 ounders never\n   expected: examine security vulnerabilities in voting equ
 ipment used\n   during Puerto Rico’s 2024 elections. What appeared to be
  a bounded\n   technical project quickly became a journey through voting t
 echnology\,\n   digital forensics\, incomplete evidence\, institutional fr
 iction\, and\n   the difficult line between what a system could permit and
  what the\n   evidence proves actually happened. Jason Wareham and Manbir 
 Gulati\n   will explain how Mojave became involved\, what the team was ask
 ed to\n   do\, and how two outsiders to election administration found them
 selves\n   examining technology at the center of a national argument about
 \n   security and public trust. Jason will describe the origins and\n   ev
 olution of the assignment\, along with the challenge of keeping a\n   tech
 nical investigation tied to evidence when others already have firm\n   exp
 ectations about the answer. Manbir will take the audience inside\n   the t
 echnical problem at a level appropriate for public discussion:\n   how inv
 estigators approach unfamiliar election systems\, assess\n   available har
 dware and software\, reason from constrained artifacts\,\n   evaluate weak
 nesses\, and separate a possible attack path from evidence\n   of exploita
 tion and what remains to ensure the security of these\n   critical systems
  is inviolate. Mojave’s examination identified real\n   software and sec
 urity concerns. It did not YET find evidence that the\n   equipment examin
 ed had been hacked or that votes had been altered.\n   That distinction is
  central to the story—and to any honest\n   discussion of election secur
 ity. The talk will conclude with an\n   announcement of\, and invitation t
 o\, a private initiative aimed at\n   reducing voting-system risk before t
 he 2026 midterm elections absent\n   of politics. This is a brief account 
 of how a national-security\n   startup entered an unfamiliar and political
 ly charged field\, followed\n   the evidence through an unexpected assignm
 ent\, and concluded that\n   documenting the problem was not enough.\n\n

 n   Jason Wareham is CEO of Mojave Research Inc. and CEO and Chairman of\n
    Agentic Secure Group. In 2025\, the Office of the Director of National\
 n   Intelligence (ODNI) engaged Mojave Research to examine security\n   vu
 lnerabilities in voting equipment used during Puerto Rico’s 2024\n   ele
 ctions.\n\n   Jason previously spent nearly two decades handling military\
 ,\n   criminal-defense\, and national-security matters. He served as a U.S
 .\n   Marine Corps officer and judge advocate and reached the rank of\n   
 lieutenant colonel. His work included trials\, appeals\, military\n   comm
 issions at GTMO\, classified information\, and digital evidence. The\n   M
 arine Corps designated him a Master of Criminal Law\, and he later\n   wor
 ked as a senior litigation adviser and trainer before concluding\n   his p
 rivate practice.\n\n   Jason holds an LL.M. from Georgetown University Law
  Center\, where his\n   studies focused on cybersecurity\, digital forensi
 cs\, electronic\n   discovery\, and cybercrime. He earned his J.D. from Cr
 eighton\n   University and authored “Cracking the Code\,” a Georgetown
  Law\n   Technology Review article about compulsory decryption and the Fif
 th\n   Amendment.\n\n   At Mojave Research\, Jason works on national-secur
 ity technology\,\n   secure artificial intelligence\, cybersecurity\, and 
 technical\n   investigations subject to legal and institutional scrutiny. 
 His\n   approach is simple: establish what the evidence proves\, identify 
 what\n   it does not prove\, and resist pressure to blur the difference.\n
