 anctions\n   evasion\, cable “accidents\,” and cyber-enabled interfere
 nce are\n   increasingly overlapping in ways that complicate attribution\,
 \n   deterrence\, and defense.\n\n   This panel will explore what happens 
 when cyber and maritime grey\n   zones converge. How do states and non-sta
 te actors use ambiguity at\n   sea to create strategic effects while maint
 aining plausible\n   deniability? What tools exist to identify\, attribute
 \, and respond to\n   these activities? And how can governments\, allies\,
  industry\, and\n   legitimate shipping operators protect global commerce

 LC\, USCG (ret.)\n\n   Rear Admiral John W. Mauger\, USCG (Ret.) is a seas
 oned executive with\n   over 33 years of leadership experience in the mari
 time industry\,\n   national security\, and cyber operations. Known for hi
 s foresight\,\n   innovative approach to problem solving\, and ability to 
 drive change\,\n   John has left an indelible mark on every role he’s un
 dertaken—from\n   commanding complex Coast Guard operations to shaping t
 he future of\n   cyber defense.\n\n   As Commander of the First Coast Guar
 d District\, he led over 12\,000\n   people and oversaw critical port oper
 ations in New England\, deploying\n   innovative technologies like counter
 -drone systems to enhance\n   security. John's leadership during the TITAN
  capsule search and\n   recovery at the TITANIC site highlighted his abili
 ty to lead complex\n   crises in the international spotlight.\n\n   At U.S
 . Cyber Command\, John revolutionized cyber training\, developing\n   a cl
 oud-based environment that modernized cyber exercises and\n   increased re
 adiness. John also served as the Coast Guard’s first\n   Executive Champ
 ion the National Naval Officers Association\, mentoring\n   future leaders
  and driving organizational change.\n\n   Earlier in his career\, John led
  key regulatory projects for both\n   domestic and international shipping.
  His work protected mariners and\n   the environment\, created new markets
  for alternative fuels\, and\n   established a new international code to s
 afeguard vital Polar regions.\n\n   Now leading (PORTS) LLC\, John uses hi
 s diverse expertise to help\n   clients plan for and navigate complex chal
 lenges in the maritime and\n   critical infrastructure industries while en
 hancing personnel and team\n   performance through effective training.\n\n
    SpeakerBio:  Michael Sulmeyer\, US DoD (ret.)\, Georgetown School of\n 
   Foreign Service\n\n   Michael Sulmeyer will start as Professor of the Pr
 actice at the School\n   of Foreign Service's Security Studies Program in 
 the fall of 2025. He\n   most recently served as the first Assistant Secre
 tary of Defense for\n   Cyber Policy and as Principal Cyber Advisor to the
  Secretary of\n   defense. He has held other senior roles involving cyber-
 related issues\n   with the U.S. Army\, the Office of the Secretary of Def
 ense\, U.S. Cyber\n   Command and the National Security Council. In academ
 ia\, he was a\n   Senior Fellow with Georgetown's Center for Security and 
 Emerging\n   Technology. He holds a doctorate in politics from Oxford Univ
 ersity\n   where he was a Marshall Scholar\, and a law degree from Stanfor
