  by which citizens can influence\n   their government. Following the passa
 ge of the Help America Vote Act\n   (HAVA) in 2002\, a surge in the use of
  electronic voting systems\n   occurred. Although hand-marked paper is ret
 urning to use\, the\n   replacements in many jurisdictions for these aging
  electronic systems\n   are also electronic. Given the serious nature of e
 lections\, electronic\n   voting systems must be trustworthy\, and their e
 ngineering must be held\n   to rigorous standards.\n\n   We have had the o
 pportunity\, over the past eight years\, to observe and\n   analyze the us
 e of electronic voting systems in the state of South\n   Carolina. Our obs
 ervations of such systems in the field have yielded\n   serious usability\
 , software\, and hardware quality concerns\, ranging\n   from procedural e
 rrors resulting from poorly-designed systems\, to\n   system faults that i
 gnore or miscount votes\, to timestamp anomalies\n   and malformed output.
  Given the importance of elections\, and the\n   inherent risk in the use 
 of current electronic voting systems\, we\n   question the wisdom of using
  such systems until they are held to\n   standards comparable to those use
 d in other regulated\, safety critical\n   domains.\n\n   SpeakerBio:  Dun
 can Buell\n\n   Duncan A. Buell is the Chair Emeritus of the NCR Chair in 
 Computer\n   Science and Engineering at the University of South Carolina. 
 He holds\n   a Ph. D. in mathematics from the University of Illinois\, Chi
 cago\, and\n   continues research interests in electronic voting\, digital
  humanities\,\n   and text analysis. He was appointed in March 2019 to the
  Commission on\n   Voter Registration and Elections of Richland County\, S
 outh Carolina\,\n   resigning in March 2021 when he moved to Ohio. He taug
 ht computer\n   science as a visitor at Denison University in Granville\, 
 Ohio\, in\n   academic years 2022-2023 and 2023-2024.\n\n   Dr. Buell has 
 been analyzing election data\, primarily from ES&S and\n   Dominion system
 s\, since 2010\, including five complete biennials\n   (2010-2018) from So
 uth Carolina\, as well as data from AZ\, GA\, KS\, NV\,\n   PA\, and TX\,
