  decided by Florida's “hanging\n   chads”—flaws in the punchcard vot
 ing system used there at the\n   time. In response\, Congress passed the H
 elp America Vote Act (HAVA)\,\n   providing states with substantial fundin
 g (released in 2003) to\n   replace punchcard systems with electronic voti
 ng machines (DREs)\,\n   which were promoted as more secure\, accurate\, a
 nd accessible. As\n   Majority Leader of the California State Assembly\, K
 evin Shelley\n   authored the state's vote-by-mail program and other votin
 g reforms. He\n   was elected California Secretary of State in 2002 on a p
 latform of\n   expanding voter participation. Within his first month in of
 fice\,\n   however\, David Dill brought him extensive documentation raisin
 g\n   serious concerns about electronic voting security.\n\n   Shelley fou
 nd the material compelling enough to form a touchscreen\n   task force to 
 study potential security issues and the need for a\n   voter-verified pape
 r audit trail. When the task force's findings\,\n   released months later\
 , proved inconclusive\, Shelley remained convinced\n   further action was 
 necessary. In November 2003\, he launched an\n   independent audit of Cali
 fornia's voting systems and mandated that all\n   touchscreen machines inc
 lude a voter-verified paper audit trail—a\n   move local election offici
 als and voting rights advocates criticized\n   as unnecessary and irrespon
 sible\, insisting the machines were already\n   secure.\n\n   Ahead of the
  March 2004 election\, Shelley imposed additional security\n   requirement
 s on touchscreen machines and required that paper ballots\n   remain avail
 able\; some counties defied the order. Later that year\, he\n   banned cer
 tain Diebold machines outright\, decertified all touchscreen\n   systems u
 ntil security measures were met\, asked the attorney general\n   to pursue
  civil and criminal action against Diebold\, and set up a\n   parallel sys
 tem to monitor the equipment's use.\n\n   Several lawsuits challenged thes
 e measures. Courts upheld Shelley's\n   actions in every case.In her inaug
 ural address as California Secretary\n   of State in 2007\, Deborah Bowen 
 stated “Kevin Shelley had the hard\n   work of evaluating new kinds of v
 oting systems at a very\, very early\n   stage\, and guess what – it tur
 ns out that he was right on a great\n   many issues that had at their core

 ate\n   Assembly leader recognized as a trailblazer in election integrity\
 n   efforts. Mr. Shelley’s political involvement began in 1978 as a\n   
 staff member to U.S. Representatives Phil and Sala Burton. His own\n   pol
 itical career began in 1990\, when he was elected to the San\n   Francisco
  Board of Supervisors\, serving twice as Board President.\n   Elected to t
 he California State Assembly in 1996\, serving as Majority\n   Leader\, he
  championed the rights of workers\, fought to protect the\n   environment\
