 lish Ministry of Digital Affairs\n   and the Polish Bank Association. He i
 s also a fellow of the European\n   Law Institute\, member of FIDMA and Vi
 rtual Routes European PhD\n   Cybersecurity Accelerator Programme. For the
  past three years\, he has\n   participated in NATO’s Locked Shields exe
 rcises\, representing Poland\n   for two years and\, in 2026\, organizing

 tricia Vargas Leon\, Ostrom Workshop Indiana University\n   US\, Yale Law 
 School\n\n   Patricia A. Vargas León is a Visiting Fellow at Yale Law Sch
 ool's\n   Information Society Project\, a Cybersecurity Research Postdocto
 ral\n   Fellow at Indiana University's Ostrom Workshop\, and a Visiting Sc
 holar\n   in Internet Governance at the Catholic University of Uruguay. He
 r\n   research bridges law\, policy\, and technology — focusing on Inter
 net\n   governance\, cybersecurity\, international law\, and the law of th
 e sea.\n   She is particularly interested in how governments control Inter
 net\n   infrastructure\, network neutrality\, and regulatory parallels bet
 ween\n   the law of the sea and cyberspace. Her doctoral dissertation exam
 ines\n   Internet blackouts across political regimes and how states restri
 ct\n   digital connectivity. Before academia\, Patricia practiced law in t
 he\n   private sector for nearly a decade and brings over two decades of\n
    international law experience to her work\, including a consultancy with
 \n   the UN Division for Ocean Affairs and the Law of the Sea (DOALOS). Sh
 e\n   also served as a Google Policy Fellow during her doctoral studies.\n
    Patricia holds a Ph.D. and M.S. in Information Science and Technology\n
    from Syracuse University and a law degree from the Pontifical Catholic\
 n   University of Peru. Her dual training positions her to address complex
 \n   questions at the intersection of technology\, governance\, and\n   in

 ing on research that sits at\n   the intersection of healthcare\, public h
 ealth\, and cybersecurity\,\n   applying epidemiological and disaster medi
 cine methods to map patient\n   harm attributable to healthcare cyberattac
