  proliferation of cyber tools and\n   services (such as end to end CNE cap
 abilities as well as individual\n   components for those capabilities) is 
 lowering the barrier to entry\n   resulting in greater and irresponsible u
 se by threat actors. Across\n   the world\, governments\, industry\, civil
  society\, journalists\, and\n   think tanks are responding to this. Throu
 gh the Pall Mall Process\, the\n   UK and French governments are working t
 ogether to address this\n   challenge\, while recognising that these tools
  and services can provide\n   benefits when used for legitimate purposes a
 nd developed responsibly.\n   This session will inform those attending abo
 ut the Pall Mall Process\n   up to now and look at some of the next steps.
  It will also give a\n   chance for questions to understand what it could 
 mean for them. There\n   is also a plan to hold an open roundtable at DEF 
 CON for those who\n   wish to provide feedback in a more intimate setting 
 so that this can\n   be considered whilst working through the next steps o

 entation to the EU) as well as in Paris (member of the\n   cabinet of the 
 Minister for European Affairs). She is a graduate from\n   Ecole Normale S
 upérieure\, Sciences Po and Ecole Nationale\n   d’Administration.\n\n  
  SpeakerBio:  Claudi d’Antoine\, President and CEO at Margin Research\n\
 n   Claudia d’Antoine\, MD is the President and CEO of Margin Research\,
 \n   an offensive cybersecurity firm based in New York City. Claudia is a\
 n   business leader and entrepreneur who stands at the intersection of\n  
  security\, technical development\, and policy. She works closely with\n  
  partners in the United States Government as well as within the five\n   e
 yes community to drive problem-solving and support their missions.\n   She
  is a member of the Atlantic Council on their Counter-Terrorism\n   projec
 ts as well as an advisor to the Pall Mall Process. She has\n   spoken at O
 ffensiveCon and REcon and hosts CTFs for the broader\n   cybersecurity com
 munity. Prior to joining Margin\, she worked as a\n   software engineer an
 d as a physician. She has a passion for bridging\n   technical divides bet
 ween industries\, advancing cutting edge research\,\n   and finding practi
 cal applications for mission-driven work.\n\n   SpeakerBio:  Bill Marczak\
 , Senior Researcher at University of\n   Toronto's Citizen Lab\n\n   Bill 
 Marczak is a Senior Researcher at the University of Toronto's\n   Citizen 
 Lab where he investigates novel surveillance and censorship\n   tools that
  threaten Internet freedom. Bill received his PhD in\n   Computer Science 
 from UC Berkeley. Some of Bill’s greatest hits\n   include leading the f
 irst public report about NSO Group’s Pegasus\n   spyware\, and the captu
 re of the ForcedEntry and BlastPass iOS\n   zero-click exploits. Coverage 
 of Bill's work has been featured in\n   Vanity Fair\, the New York Times\,
