 House released National Security\n   Memorandum-22 (NSM) on Critical Infra
 structure Security and\n   Resilience\, which updates national policy on h
 ow the U.S. government\n   protects and secures critical infrastructure fr
 om cyber and all-hazard\n   threats. NSM-22 recognizes the changed risk la
 ndscape over the past\n   decade and leverages the enhanced authorities of
  federal departments\n   and agencies to implement a new risk management c
 ycle that prioritizes\n   collaborating with partners to identify and miti
 gate sector\,\n   cross-sector\, and nationally significant risk. The culm
 ination of this\n   cycle is the creation of the National Infrastructure R
 isk Management\n   Plan (National Plan)—thereby replacing the 2013 Natio
 nal\n   Infrastructure Protection Plan—and will guide the Federal effort
  to\n   mitigate cross-sector and national risks to critical infrastructur
 e.\n   As the National Coordinator for critical infrastructure security an
 d\n   resilience\, CISA will develop this National Plan to be forward-look
 ing\n   and one that employs all available Federal tools\, resources\, and
 \n   authorities to manage and reduce national-level risks\, including tho
 se\n   cascading across critical infrastructure sectors. In other words\, 
 the\n   National Plan will be the federal government’s comprehensive pla
 n to\n   mitigate and manage cross-sector risk. And that is why CISA is as
 king\n   for you to help us and Sector Risk Management Agencies (SRMAs) ov
 er\n   the course of the year as we develop this foundational document.\n 
   During this session\, two of the CISA leads when it comes to drafting\n 
   this document will briefly walk through their approach\, and then the\n 
   rest of the session will be devoted to guided discussion and feedback.\n

 ill Loomis is a Cyber Policy Advisor for the Office of Strategy\,\n   Poli
 cy\, and Plans at the Cybersecurity and Infrastructure Security\n   Agency
 . He is also a nonresident fellow with the Atlantic Council’s\n   Cyber 
 Statecraft Initiative under the Digital Forensic Research Lab.\n   Loomis 
 previously served as an associate director with the Cyber\n   Statecraft I
 nitiative\, where he led the program’s work on critical\n   infrastructu
 re cybersecurity and software supply chain risk\n   management. He was als
 o formerly the chair of Young Professionals in\n   Foreign Policy’s Cybe
 rsecurity Policy & Technology Discussion Group\n   and an organizer and Go
 on for Policy @ DEF CON.\n\n   SpeakerBio:  Michael Garcia\, Senior Policy
  Advisor for the Office of\n   Strategy\, Policy\, and Plans at DHS Cyber 
 Security and Infrastructure\n   Security Agency\n\n   Michael Garcia is a 
 senior policy advisor for the Office of Strategy\,\n   Policy\, and Plans 
 at the U.S. Cybersecurity and Infrastructure\n   Security Agency (CISA) wh
 ere he develops and supports interagency\n   cybersecurity policies. Prior
  to joining CISA\, Michael was a\n   professional staff member for the U.S
 . Senate Homeland Security and\n   Governmental Affairs Committee\, where 
 he worked on the Cyber Incident\n   Reporting for the Critical Infrastruct
 ure Act of 2022 and other\n   cybersecurity legislation. Before working fo
 r the Senate\, Michael held\n   several other cyber policy positions\, inc
 luding working at Third Way\n   as a senior policy advisor for their Cyber
  Enforcement Initiative\,\n   serving as director for external engagement 
 and outreach for the U.S.\n   Cyberspace Solarium Commission\, and advisin
 g governors’ offices on\n   cybersecurity policy issues at the National 
 Governors Association.\n   Michael was a 2020 fellow for New America and t
 he Global Public Policy\n   Institute's Transatlantic Digital Debate and a
  2021 Next Gen National\n   Security Fellow for the Center for New America
 n Security. His work has\n   been published and quoted by Politico\, Lawfa
