 \n   Description:\n\n   As digital technology is changing how militaries c
 onduct war\, a trend\n   has emerged in which a growing number of civilian
 s are becoming\n   involved in armed conflicts through digital means. Sitt
 ing at some\n   distance from physical hostilities\, including outside the
  countries at\n   war\, civilians – including hackers – are conducting
  a range of\n   cyber operations against their “enemy.” One example is
  the\n   international armed conflict between Russia and Ukraine\, where s
 ome\n   groups present themselves as a “worldwide IT community” with t
 he\n   mission to\, in their words\, “help Ukraine win by crippling aggr
 essor\n   economies\, blocking vital financial\, infrastructural and gover
 nment\n   services\, and tiring major taxpayers.” Others have reportedly
 \n   “called for and carried out disruptive – albeit temporary –\n  
  attacks on hospital websites in both Ukraine and allied countries\,”\n 
   among many other operations. In this session\, the International\n   Com
 mittee of the Red Cross will highlight that there are legal limits\n   in 
 warfare\, and will set out several international humanitarian law\n   (IHL
 )-based rules that all hackers who carry out operations in the\n   context
  of an armed conflict must comply with. The session will also\n   discuss 
 why it is a State’s responsibility to restrain hackers\n   engaging in t
 hose conflicts.\n\n   SpeakerBio:  Dr. Kosuke Onishi\, Legal Advisor at In
 ternational\n   Committee of the Red Cross\n\n   Dr. Kosuke Onishi is a le
 gal adviser for the International Committee\n   of the Red Cross (ICRC) at
  the Permanent Observer Mission to the\n   United Nations in New York. Pri
 or to this\, he was a legal adviser for\n   the ICRC Regional Delegation i
 n Washington D.C. Dr. Onishi has also\n   taught international law at Osak
 a University and Aichi Prefectural\n   University as an adjunct lecturer. 
 He holds a B.A. in law from\n   Doshisha University\, an M.A. in global po
 litics and law from Doshisha\n   and Sheffield Universities (dual degree)\
 , an LL.M. in public\n   international law from Leiden University\, and an
