 \n\n   SpeakerBio:Mauro Vignati \, ICRC\n   In 2003 Mauro started working 
 at the first unit of the Swiss Federal\n   Police fighting cybercrime. Lat
 er on\, he collaborated to the\n   establishment of MELANI\, Switzerland's
  first centre for public-private\n   partnership on cybersecurity for crit
 ical infrastructure. Back in\n   2013\, he set up and led the Cyber Threat
  Intelligence Division within\n   the Department of Defence in Bern. In 20
 21\, he was tasked to create\n   the Vulnerability Management unit within 
 the National Cyber Security\n   Centre NCSC.ch\, leading several projects\
 , among them the first bug\n   bounty program of the Swiss government. He 
 then joined the\n   International Committee of the Red Cross ICRC one year
  later\, as\n   advisor on new digital technologies of warfare.\n\n   Spea
 kerBio:Stefanie Metka \, NATO\n   Stefanie Metka is the head of NATO’s C
 yber Threat Analysis Branch\n   and serves as a primary advisor to NATO’
 s political\, military\, and\n   security leadership on cyber threats. Pri
 or to joining NATO\, Stefanie\n   served as a Strategic Threat Analyst in 
 the Canadian civil service\,\n   and has had a number of postings with a f
 ocus on cyber threats and\n   national security. Stefanie received her Mas
 ter’s degree in\n   infrastructure protection and international security
  from Carleton\n   University\, and is also an alumni of the Geneva Centre
  for Security\n   Policy\, and Cornell University.\n\n   Description:\n   
 This panel explores the presence and actions of non-state actors in\n   th
 e Russia-Ukraine conflict. With a focus on volunteerist cyber actors\n   i
 n the conflict\, such as patriotic hackers and hacktivist collectives\,\n 
   individual volunteers - or even the private sector -\, the panel\n   exp
 lores the conduct of these actors during the conflict\, as well as\n   how
  the cyber criminal landscape has evolved during the course of the\n   con
 flict. Bringing together a set of diverse perspectives from across\n   the
  policy\, operational\, legal\, and security community spheres\, both\n   
 within\, and outside of government\, including the NGO space\, it focuses\
 n   on the implications of these actions: can these indeed be considered\n
    altruistic actions in cyberspace? Or do they hold more complex\n   impl
 ications than we are prepared to admit? This panel intends to\n   demonstr
 ate the ways in which the actions of non-state actors\n   challenge some o
 f our basic assumptions about cyberspace as a domain\n   of operations –
  but also how adversaries might understand this\n   behaviour too. Ultimat
 ely\, it argues that the unique space that\n   non-state actors occupy wit
 hin the cyber elements of the conflict\n   requires much deeper considerat
 ion\, and complex\, considered thought\n   from the wider international se
