 scription:\n   Our tiny blue planet is quickly being encased in layers of\
 n   fast-flying\, low-earth orbiting satellites in an effort to provide\n 
   Internet access to earth's three billion unconnected and slowly\n   conn
 ected inhabitants. SpaceX's Starlink system is the first\n   planetary-sca
 le ISPs for consumers\; more are set to follow. Planetary\n   ISPs can dri
 ve much-needed economic growth in the world's poorest\n   countries but in
 troduce unique policy and operational challenges. The\n   regulatory bodie
 s and frameworks set up to deal with terrestrial ISPs\n   are not prepared
  to deal with issues of internet access\, content\n   filtering/moderation
 \, and network neutrality on a global scale. Nor\n   are the agencies gove
 rning space launches and operations. While\n   planetary ISPs may see enor
 mous profits\, the rest of us may pay the\n   potential costs: an end to g
 round-based astronomy\; an end to clear\n   viewing of the sky\; increasin
 g costs for space operations\, collision\n   avoidance\, and debris remova
 l\; and the geopolitical risk when access\n   is provided or not-provided 
 in certain regions. Humanity's future will\n   be determined by how we ope
 rate on the internet and in space. How we\n   navigate this new era of spa
 ce-based internet and what policy\n   frameworks we put in place will dete
