 ke Eoyang is the Deputy Assistant Secretary of Defense for\n   Cyber Polic
 y. The Cyber Policy office is responsible for establishing\n   DoD cybersp
 ace policy and strategy\, providing guidance and oversight\n   on DoD cybe
 rspace activities\, and managing DoD’s primary external\n   relationship
 s across the U.S. government\, key domestic stakeholders\,\n   and our all
 ies and partners.\n\n   Prior to that she was the Senior Vice President fo
 r the National\n   Security Program at the think tank\, Third Way\, where 
 she led their\n   work on a wide range of national security issues includi
 ng on foreign\n   policy\, Congress’ role in the national security polic
 ymaking\n   process\, non-proliferation\, intelligence oversight\, electro
 nic\n   surveillance\, cybersecurity. She was the founder of the\n   organ
 ization’s Cyber Enforcement Initiative which focused on\n   improving th
 e government’s efforts to impose consequences on the\n   human behind ma
 licious cyber activity.\n\n   Before joining Third Way\, she was the Chief
  of Staff to Rep. Anna G.\n   Eshoo (D-CA) having previously served as the
  Subcommittee Staff\n   Director for Intelligence Community Management on 
 the House Permanent\n   Select Committee on Intelligence. While there\, sh
 e was the\n   committee’s lead for cybersecurity\, personnel management 
 and worked\n   on electronic surveillance reform\, among other issues.\n\n
    Prior to that\, she served as the Defense Policy Advisor to Senator\n  
  Edward M. Kennedy\, advising him on all matters related to the Senate\n  
  Armed Services Committee and Defense Appropriations during the Iraq\n   W
 ar. Earlier in her career\, she served as the lead Democratic\n   Professi
 onal Staff Member on the House Armed Services Committee for\n   the Milita
 ry Personnel Subcommittee.\n\n   Ms. Eoyang received her Juris Doctor from
  the University of\n   California\, Hastings College of the Law\, and her 
 Bachelor’s Degree\n   from Wellesley College.\n\n\n   Description:\n   T
 his presentation will discuss the history of cyberwarfare\,\n   highlighti
 ng the misconceptions between nuclear deterrence and the\n   nature of cyb
 er conflict. It will shed light on this association in\n   popular culture
 \, including in movies like "WarGames\," which influenced\n   then Preside
 nt Ronald Reagan and fed his concerns about potential\n   hacking into U.S
 . weapons systems. These concerns and other influences\n   helped to shape
  early perceptions about the cyber domain\, which\n   immediately became i
 ntertwined with notions of strategic weapons and\n   catastrophic effects.
  In subsequent decades\, continued theorizing\n   about cyberwarfare envis
 ioned strategic cyber attacks that could cause\n   decisive effects\, stok
 ing fears of a "Cyber Pearl Harbor." However\,\n   the reality is that cyb
 er operations are ephemeral and cyber effects\n   are hard to attribute an
 d are rarely decisive. The turning point in\n   U.S. cyber strategy occurr
 ed in lead up to the 2018 midterm election\,\n   with the adoption of a ne
 w approach focused on defending forward\,\n   which involved actively disr
 upting malicious cyber activity before it\n   affected the U.S. Homeland. 
 This strategy was further informed by\n   Russia’s 2022 invasion of Ukra
 ine\, which demonstrated how cyber\n   capabilities may be used in large-s
 cale conventional conflict. Looking\n   ahead\, in terms of protecting Ame
 ricans and strengthening our global\n   Allies and partners\, we know that
  private industry and individual\n   volunteers will play a critical role\
 , including many of the\n   participants at DEF CON. This recognition ackn
 owledges that\n   cyberwarfare is pervasive and requires collective engage
