 ial\n When: Friday\, Aug 11\, 11:30 - 12:20 PDT\n Where: Caesars Forum

n John Odum has served as the city clerk and election administrator of\n
Vermont's capital city of Montpelier for 11 years. He is a Certified\n
Ethical Hacker and Certified Network Defense Architect\, as well as a\n
Certified Municipal Clerk. John holds a Certificate in Election\n Admi
nistration from the University of Minnesota Humphrey School of\n Public
Affairs and has served on the Advisory Board of the Cyber\n Policy Initi
ative at the University of Chicago Harris School of Public\n Policy. Joh
n has written on election security and politics for the\n Guardian (onli
 ne)\, Huffington Post\, Governing\, and others. He\n previously worked i
n electoral politics for many years\, including\n serving as the statewi
de Field Director for the Clavelle for Governor\n campaign in Vermont\n
Twitter: [2]@jodum\n\n Description:\n This paper is written to give
a very brief overview of several\n potential security issues that could
exist in an election environment.\n It is a subjective list and should b
e read as such. Also\, it lays out\n brief descriptions of potential vec
tors of attack\, particularly\n vectors that could be used for simple di
sruption or to create\n opportunities for direct access to voter data an
d election management\n systems through privilege escalation. It also sp
eaks to physical\n security. The term “hack” is to be interpreted br
oadly\, sometimes\n referring to specific techniques (such as LDAP injec
tion)\, broader\n hack categories (such as Man in the Middle) and other
times referring\n to broad strategic approaches that facilitate specific
hacks (such as\n social engineering). The paper is designed to paint a
picture of the\n threat landscape\, rather than serve as a technical gui
de. The paper is\n written at a basic technical level to keep it as acce
ssible as\n possible to non-technical readers\, as many of those partici
pating in\n Voting Village are uniquely non-techie within the DEF CON se
tting. It\n starts early from a more technical perspective before becomi
ng more\n accessible and eventually policy-focused. The objective is to
promote\n best security practices and provide organizational administrat
ors (as\n opposed to technical administrators) context for the types of\
n challenges that exist. As such\, it attempts to walk a tricky line to\
n be accessible to as many as possible. It is presented in a casual\n
“top ten” format and touches on a broad range of hacks are\n discuss
ed very briefly. The paper should not be considered a tool for\n securit
y professionals to gain a comprehensive understanding of each\n hack on
the list. Its purpose is to educate generally\, help point\n security ad
mins in the right direction\, and encourage them to dig\n deeper than th
e ankle-deep information provided. All the topics\n presented demand mor
e thorough discussion and examination than the\n snapshots this paper pr
 ovides.\n '\n\n 1. #CaesarsAcademyBR\n 2. https://twitter.com/jodum\
