 lowik\n\n   Description:\n   Media hype concerning ""attacks"" on the elec
 tric grid is common\n   through multiple sources\, but ignores actual vect
 ors of concern for\n   impacting electric services to populations. This ta
 lk will examine how\n   cyber effects can effectively impair electric serv
 ices\, focusing on\n   how cyber can leverage underlying system dependenci
 es and\n   opportunities to achieve outsized impacts. In addition to revie
 wing\n   the most studied disruptive cyber events on electric systems (201
 5 and\n   2016 Ukraine)\, this talk will also explore ""near miss"" events
  (such\n   as the Berserk Bear campaigns from 2017 through at least 2020) 
 as well\n   as recent events in Ukraine. Furthermore\, we will also discus
 s the\n   lessons from non-cyber events (such as the 2003 blackouts in Nor
 th\n   America and Europe\, and more recent incidents) to illustrate neces
 sary\n   steps to effectively disabling the delivery of electric services.
 \n\n   As a result of this discussion\, attendees will emerge with a more\
 n   thorough understanding of the number of steps and actions required to\
 n   overcome existing protections and redundancies in electric\n   environ
 ments. Additionally\, attendees will learn of potential\n   shortcuts thro
 ugh external events and environmental factors that can\n   enable outsized
  effects. Overall\, this discussion will inform\n   attendees as to the ov
 erall complexity of electric systems\, and what\n   types of actions are n
