 ption:\n   The global internet is in large part a creation of the United S
 tates.\n   The internet’s basic structure—a reliance on the private se
 ctor\n   and the technical community\, relatively light regulatory oversig
 ht\,\n   and the protection of speech and the promotion of the free flow o
 f\n   information—reflected American values. Moreover\, U.S. strategic\,
 \n   economic\, political\, and foreign policy interests were served by th
 e\n   global\, open internet. But the United States now confronts a starkl
 y\n   different reality. The utopian vision of an open\, reliable\, and se
 cure\n   global network has not been achieved and is unlikely ever to be\n
    realized. Today\, the internet is less free\, more fragmented\, and les
 s\n   secure.\n\n   The United States needs a new strategy that responds t
 o what is now a\n   fragmented and dangerous internet. The Council on Fore
 ign Relations\n   launched an independent task force to develop findings a
 nd\n   recommendations for a new foreign policy for cyberspace. This sessi
 on\n   will seek input from the DEF CON community on specific foreign poli
 cy\n   measures\, to help guide Washington’s adaptation to today’s mor
 e\n   complex\, variegated\, and dangerous cyber realm.\n\n   Come prepare
 d to discuss topics\, such as: Developing a digital privacy\n   policy tha
 t is interoperable with Europe’s General Data Protection\n   Regulation 
 (GDPR)\; Building a coalition for open-source software\;\n   Developing co
